A. Parent and/or educator observes student having difficulties learning.
B. Parent and educator discuss possible classroom modifications.
C. Referral for student support or interventions.
D. If classroom alternatives fail, student may be referred for special education evaluation.
E. School must acquire consent from parents before any individual evaluation is conducted.
F. Student evaluated. Results are used in determining whether or not special education program is appropriate.

H. Development of Individualized Education Program (IEP) by parent and educator team.
I. Permission acquired from parents for placement and related services.
K. Student begins special education program according to IEP guidelines.
L. Annual Review of IEP held within one year of first IEP
