Emanuel County has 686 square miles of land area and an estimated population of 22,093. Noting our county is 6th largest, geographically, with approximately 31.8 persons per square mile, the Emanuel County Board of Education believes the economic and educational responsibilities and opportunities of a community are shared among all stakeholders.

 

A strong commitment to providing quality learning environments and experiences for all learners within our county is reflected in the BOE strategic vision and organizational frameworks relative to instruction, transportation, and facilities.

 

Reflecting community and learner needs, the BOE desires to assure on-going exemplary teaching and learning experiences within exemplary environments.  The long-range strategic plan for facilities provides support and direction for on-going decisions to establish new facilities and enhance/renovate existing facilities as appropriate to meet needs and goals.

 

The local SPLOST referendums have been approved with overwhelming majority votes in support of our plans for investment of such funds.  The combination of community support and wise investment of state capital outlay funds has provided the opportunity to implement the strategic facilities program that we have in place.

 

The fiscally responsible action to combine new and renovation construction plans as appropriate for each school configuration has led to “lighthouse” schools within the two major population centers within the county. Fifteen miles to the east of Swainsboro, Twin City Elementary School (P-5) and Emanuel County Institute (6-12) serve the students and families within that area of the county.  Students residing in smaller population centers North and South of the county seat, are served by schools located in Twin City, and Swainsboro.

 

The largest population center within the county is Swainsboro (county seat).  Swainsboro Primary School (K-2), Swainsboro Elementary School (3-5), Swainsboro Middle School (6-8), and Swainsboro High School (9-12) serve the Swainsboro attendance zone.  Also located in Swainsboro, the Emanuel County Preschool Center (located at Swainsboro Primary) serves as the core base for all preschool services provided within the system.  Additionally, TCE houses satellite preschool classrooms to assure preschoolers have less travel time within outlying areas of the county.

 

Twin City Elementary School (P-5) students transition to Emanuel County Institute (6-12).  With a strong base of community support and engagement, the BOE has designed a uniquely appropriate facilities plan configuration for delivery of services that encourages a “community” personality and climate for each school.
